Understanding Minimum Wage

The minimum wage is the lowest wage paid to employees performing the simplest jobs under normal working conditions. Additionally, it ensures a minimum standard of living for employees and their families, consistent with economic and social development conditions (Clause 1, Article 91, Labor Code 2019).

Starting from July 1, 2024, the minimum wage rates are:

Understanding Basic Salary

The basic salary is used as a basis for various salary calculations, including salaries in salary scales, allowances, and other regimes for officials, public employees, and civil servants in state agencies and public service units. Moreover, it serves as a crucial benchmark for determining compensation in these sectors.

Starting from July 1, 2024, the basic salary rate is 2,340,000 VND/month.

Applicable Subjects

Minimum Wage

The minimum wage applies to the following subjects (Article 2, Decree 74/2024/ND-CP):

  • Employees working under labor contracts as prescribed by the Labor Code.
  • Employers as prescribed by the Labor Code, including:
    • Enterprises defined by the Enterprise Law.
    • Agencies, organizations, cooperatives, households, and individuals hire and use employees under agreements.
  • Other related agencies, organizations, and individuals.

Basic Salary

The basic salary applies to the following subjects (Article 2, Decree 73/2024/ND-CP):

  • Officials and public employees from central to district levels, as stipulated in Clauses 1 and 2, Article 4 of the Law on Officials and Public Employees 2008.
  • Commune-level officials and public employees, as stipulated in Clause 3, Article 4 of the Law on Officials and Public Employees 2008.
  • Public employees in public service units, as stipulated in the Law on Public Employees 2010.
  • Individuals working under labor contracts as stipulated in Decree No. 111/2022/ND-CP.
  • Individuals within staff quotas at associations supported by the state budget, as stipulated in Decree No. 45/2010/ND-CP.
  • Officers, professional soldiers, workers, defense officials, and contract employees under the Vietnam People’s Army.
  • Officers, non-commissioned officers on salary, police workers, and contract employees under the People’s Public Security.
  • Individuals working in cryptographic organizations.
  • Non-commissioned officers and soldiers under the Vietnam People’s Army and the People’s Public Security.
  • Part-time workers at the commune level, in villages, and in residential groups.
